The One-plant Solution
This white paper, authored by Strategies 64, presents a comprehensive federal policy proposal to harmonize U.S. cannabis regulation by treating all cannabis varieties as a single plant, eliminating the bifurcation between “hemp” and “marijuana.”
It analyzes the current fragmented federal and state cannabis policy landscape, articulates the case for descheduling cannabis from the Controlled Substances Act, and outlines practical recommendations for a federal regulatory framework. The framework aims to preserve state autonomy while establishing national standards for product safety, youth access prevention, marketing controls, taxation, and product authentication.
The recommendations are informed by extensive stakeholder interviews with regulators, policymakers, industry participants, and advocacy leaders.
